Similar to American culture, you may say “恭喜”, pronounced Gōngxǐ in Chinese (Mandarin), to a person on a special occasion such as in school graduation, birthday, job promotion, wedding, lottery winning, etc. Specially, you may say “Congratulations to You”, which is “恭喜你”, pronounced Gōngxǐ nǐ.
